It was organized as a <strong dir=\"auto\">501(c)(3)<\/strong> tax-exempt organization with the IRS <strong dir=\"auto\">EIN 39-1140387<\/strong>, and its primary mission was improving housing conditions in the Southside Historic District and other parts of Racine.<\/p>\n<\/div>\n<div class=\"markdown-block\" data-block-id=\"hast-550-573\">\n<h2 dir=\"auto\">Mission &amp; Activities<\/h2>\n<\/div>\n<div class=\"markdown-block\" data-block-id=\"hast-575-999\">\n<p dir=\"auto\">SRC&#8217;s core mission was to revitalize the <strong dir=\"auto\">Southside Historic District<\/strong>\u2014a 42-block residential neighborhood bordering Lake Michigan just south of downtown Racine, listed on the <strong dir=\"auto\">National Register of Historic Places in 1977<\/strong>. The district features nearly every Victorian architectural style, from Greek Revival through Prairie School, and is considered one of the richest concentrations of landmark buildings in Wisconsin.<\/p>\n<\/div>\n<div class=\"markdown-block\" data-block-id=\"hast-1001-1031\">\n<p dir=\"auto\">SRC&#8217;s key activities included:<\/p>\n<\/div>\n<div class=\"markdown-block\" data-block-id=\"hast-1032-1404\">\n<ul dir=\"auto\">\n<li dir=\"auto\"><strong dir=\"auto\">Providing low-interest rehabilitation loans<\/strong> to homeowners for home improvements (such as siding, repairs, etc.)<\/li>\n<li dir=\"auto\"><strong dir=\"auto\">Purchasing, rehabilitating, and selling<\/strong> distressed properties<\/li>\n<li dir=\"auto\"><strong dir=\"auto\">Building new homes<\/strong> and <strong dir=\"auto\">moving existing homes<\/strong> to vacant lots to revitalize neighborhoods<\/li>\n<li dir=\"auto\"><strong dir=\"auto\">Housing development, construction, and management<\/strong> (classified under NTEE code L20)<\/li>\n<\/ul>\n<\/div>\n<div class=\"markdown-block\" data-block-id=\"hast-1406-1415\">\n<h2 dir=\"auto\">Impact<\/h2>\n<\/div>\n<div class=\"markdown-block\" data-block-id=\"hast-1417-1801\">\n<p dir=\"auto\">SRC was one of three community development organizations (along with the Central City Committee and the West Park Neighborhood Association) that helped spark a significant revitalization wave in the Southside Historic District in the early 1970s, countering fears that the area would become urban blight. The organization is credited with making a lasting positive impact on the city:<\/p>\n<\/div>\n<div class=\"markdown-block\" data-block-id=\"hast-1803-2145\">\n<ul dir=\"auto\">\n<li dir=\"auto\">Around 2007\u20132008, SRC had focused its efforts on the <strong dir=\"auto\">1100 block of Villa Street<\/strong>, where it <strong dir=\"auto\">built two new homes, moved a third home<\/strong> to a vacant lot, and held several properties.<\/li>\n<li dir=\"auto\">Former Racine City Planning Assistant Director <strong dir=\"auto\">Joe Heck<\/strong> noted that &#8220;they did a lot of good work, no doubt about it,&#8221; and that &#8220;the legacy lingers on.&#8221;<\/li>\n<\/ul>\n<\/div>\n<div class=\"markdown-block\" data-block-id=\"hast-2147-2169\">\n<h2 dir=\"auto\">Decline and Closure<\/h2>\n<\/div>\n<div class=\"markdown-block\" data-block-id=\"hast-2171-2226\">\n<p dir=\"auto\">By the mid-2000s, SRC encountered serious difficulties:<\/p>\n<\/div>\n<div class=\"markdown-block\" data-block-id=\"hast-2227-2796\">\n<ul dir=\"auto\">\n<li dir=\"auto\"><strong dir=\"auto\">Management issues<\/strong> and a <strong dir=\"auto\">&#8220;management lapse&#8221;<\/strong> led to costs getting away from the organization (per Brian O&#8217;Connell, director of city development).<\/li>\n<li dir=\"auto\">The city was SRC&#8217;s <strong dir=\"auto\">main creditor<\/strong>, essentially foreclosing on <strong dir=\"auto\">six properties<\/strong> owned by the nonprofit.<\/li>\n<li dir=\"auto\">SRC <strong dir=\"auto\">ran out of money and disbanded approximately 8 months prior to May 2008<\/strong>.<\/li>\n<li dir=\"auto\">The Wisconsin Secretary of State lists SRC as <strong dir=\"auto\">&#8220;Administratively Dissolved.&#8221;<\/strong><\/li>\n<li dir=\"auto\">The IRS <strong dir=\"auto\">automatically revoked SRC&#8217;s 501(c)(3) exempt status<\/strong> for failure to file required Form 990 returns for three consecutive years.<\/li>\n<\/ul>\n<\/div>\n<div class=\"markdown-block\" data-block-id=\"hast-2798-2887\">\n<p dir=\"auto\">At the time of closure, the organization reported <strong dir=\"auto\">$0 in assets, income, and revenue<\/strong>.<\/p>\n<\/div>\n<div class=\"markdown-block\" data-block-id=\"hast-2889-2901\">\n<h2 dir=\"auto\">Addresses<\/h2>\n<\/div>\n<div class=\"markdown-block\" data-block-id=\"hast-2903-3052\">\n<ul dir=\"auto\">\n<li dir=\"auto\"><strong dir=\"auto\">840 Lake Avenue, Racine, WI 53403<\/strong> (per GuideStar\/IRS records)<\/li>\n<li dir=\"auto\"><strong dir=\"auto\">716 17th Street, Racine, WI 53403<\/strong> (later address; registered agent address)<\/li>\n<\/ul>\n<\/div>\n<div class=\"markdown-block\" data-block-id=\"hast-3054-3067\">\n<h2 dir=\"auto\">Key People<\/h2>\n<\/div>\n<div class=\"markdown-block\" data-block-id=\"hast-3069-3450\">\n<ul dir=\"auto\">\n<li dir=\"auto\"><strong dir=\"auto\">Brian Walton<\/strong> \u2014 Registered agent on file at the time of dissolution<\/li>\n<li dir=\"auto\"><strong dir=\"auto\">Robert Westmoreland<\/strong> \u2014 Served as Former President\/Vice President of SRC<\/li>\n<li dir=\"auto\"><strong dir=\"auto\">Joe Heck<\/strong> \u2014 Later Racine City Planning Assistant Director; worked closely with SRC during its operations<\/li>\n<li dir=\"auto\"><strong dir=\"auto\">Brian O&#8217;Connell<\/strong> \u2014 Racine City Development Director; managed the city&#8217;s interaction with SRC during its winding-down<\/li>\n<\/ul>\n<\/div>\n<div class=\"markdown-block\" data-block-id=\"hast-3452-3461\">\n<h2 dir=\"auto\">Legacy<\/h2>\n<\/div>\n<div class=\"markdown-block markdown-block--unstable svelte-wjdxdt\" data-block-id=\"unstable\">\n<p dir=\"auto\">SRC&#8217;s work helped preserve the Southside Historic District and improve housing conditions across Racine.
